Each year, Service Chiefs and Combatant Commanders submit Unfunded Priorities Lists (UPLs) to Congress identifying requirements not funded in the President’s Budget.
How UFRs Become Funded

Congressional Add Process
- Member office identifies UFR item of interest
- Appropriations committee member submits “plus-up” in markup
- Full committee / floor vote
- Conference reconciliation between House and Senate
- Enacted into law with report language

SOCOM’s UFR items flow through both:
- HAC-D / SAC-D (Defense Appropriations subcommittees)
- HASC / SASC (Armed Services authorization committees)
