SO LIC OSD Policy

The Assistant Secretary of Defense for Special Operations and Low-Intensity Conflict is the civilian oversight authority for special operations. Sitting in the policy side of the Office of the Secretary of Defense, it exercises service-secretary-like administrative oversight of USSOCOM and owns policy for irregular warfare, counterterrorism, and the SOF enterprise. It is the civilian half of the arrangement Congress built to keep special operations both capable and accountable.
