The Joint Staff
The Joint Staff is the body of officers from all the services that supports the Chairman of the Joint Chiefs of Staff. It holds no command authority of its own, since orders run from the President through the Secretary of Defense to the combatant commanders. What it owns instead is process: the joint requirements system, global force management, and the planning that turns strategy into orders, which is where most inter-service arguments are actually settled.

Mission
Assists the Chairman of the Joint Chiefs of Staff (CJCS) in joint force employment, strategic planning, and joint operations.
The controlling statutory basis is 10 U.S.C. § 155, which places the Joint Staff under the Chairman and provides at subsection (e) that it shall not operate or be organized as an overall Armed Forces General Staff and shall have no executive authority, a limit that pairs with the Chairman’s own exclusion from military command under 10 U.S.C. § 152(c) and is mapped at Title_10_Structure.
