DOTMLPF-P Framework
The Department of Defense uses DOTMLPF-P as the primary analytical framework for identifying and resolving capability gaps. Each domain represents a lever for generating or improving military capability without necessarily requiring a materiel (acquisition) solution.
The Eight Domains
Doctrine
The fundamental principles that guide military forces. Published in Joint Publications (JPs), Service Field Manuals (FMs), and doctrine supplements. Doctrine is authoritative but requires judgment in application.

Organization
How forces are structured — unit types, command relationships (OPCON/TACON/ADCON), task organization. Includes Unified_Command_Plan and Service force structure decisions.

Training
Individual and collective training programs, exercises, and readiness standards. The Joint Training System (JTS) synchronizes Service and joint training.

Materiel
Equipment, weapons systems, platforms, and logistics. When a DOTMLPF-P analysis identifies a materiel gap, it enters the JCIDS process and ultimately the Defense_Acquisition_System.

Professional military education (PME), leader development, and command selection. Includes war colleges, staff colleges, and joint professional education.

Manpower, manning, talent management, and human capital. Includes end strength, force mix (active/reserve/civilian/contractor), and MOS/AFSC/NEC structures.
Facilities
Military installations, ranges, test infrastructure, and basing. Includes MILCON (Military Construction) and BRAC (Base Realignment and Closure).
Policy
Laws, directives, instructions, and regulations. Includes Title 10 USC, DoD Directives (DoDDs), DoD Instructions (DoDIs), and Executive Orders.
