Army Transformation Initiative (ATI)
The 2025 Army Transformation Initiative is the largest restructuring of the U.S. Army headquarters architecture since 1973. It collapsed four four-star commands into two, folded Army_Futures_Command and TRADOC into T2COM, and folded FORSCOM, ARNORTH, and USARSOUTH into USAWHC. If you sell to the Army, the offices that write your requirements and the offices that own your customer both moved.

What ATI Did
ATI pursued three tracks: headquarters consolidation, force structure divestiture of legacy formations, and acquisition reform inside ASAALT. The headquarters track is the one that changes the org chart a defense-industry reader has to navigate.

Flag officer reduction
ATI ran alongside a directed reduction of roughly 20 percent of active-component four-star billets. AMC was downgraded from a four-star to a three-star command in late 2025.
Acquisition reform
On November 14, 2025, following a Pentagon-wide acquisition reform announcement a week earlier, the Army consolidated its Program Executive Offices into six Program Acquisition Executives with twelve Capability Portfolio Executives beneath them. Implementation began in October 2025 with initial operating capability targeted for January 2026. Each PAE dual-reports to ASAALT for acquisition and to T2COM for requirements. A new Pathway for Innovation and Technology office (PIT) was established to accelerate emerging technology across the portfolios, reporting directly to ASA(ALT). See ASAALT for the current org chart.
Capability delivery goals
The May 1, 2025 Letter to the Force replaced the six numbered Army_Modernization_Priorities with dated outcomes. As summarized in CRS R48606, the Army committed to:
- Long-range missiles capable of striking moving land and maritime targets by 2027
- Electromagnetic and air-littoral dominance by 2027
- Unmanned systems in every division by the end of 2026
- Counter-small-UAS integrated into maneuver platoons by 2026 and maneuver companies by 2027
- AI-driven command and control at theater, corps, and division by 2027
Named platform commitments: field the M1E3 tank, develop the Future Long-Range Assault Aircraft, close the counter-small-UAS capability gap, and align Multi-Domain Task Forces with theater headquarters.
The shift from priority categories to dated outcomes is the substantive change. It made program identity negotiable, which is what permitted the cancellations below without downgrading any priority area.
Program cancellations and force structure divestiture
ATI terminated or truncated the M10 Booker, the Robotic Combat Vehicle, the Future Tactical UAS, MQ-1C Gray Eagle, AH-64D procurement, excess HMMWV and JLTV procurement, and further Stryker production, and sought to end the T901 engine. It also cut Security Force Assistance Brigades from six to two active brigades, deactivated seven air cavalry squadrons and the 1st Information Operations Command, and began converting Infantry Brigade Combat Teams to smaller Mobile Brigade Combat Teams. Claimed savings and congressional friction
The Army stated ATI could save approximately $48 billion over five years. Appropriators criticized the rollout as disjointed, found the savings were not consolidated in a form usable for oversight, and directed the Army to brief FY2026 budgetary impacts, capability-based requirements, and an implementation plan. Senate appropriators specifically rebuked the plan to end the T901 engine and Congress appropriated funds to continue it. House lawmakers moved in 2026 to require an annual ATI report and briefing in the defense authorization bill.

Why it matters
Three practical consequences for anyone selling into the Army.
Requirements moved to Austin. Army_Futures_Command no longer exists as an independent buyer of concepts and prototypes. Requirements generation, concept development, and force design all sit inside T2COM and its subordinate Futures_and_Concepts_Command at Fort_Eustis. The ASAALT Program Acquisition Executives and Capability Portfolio Executives dual-report to T2COM for requirements, so a capture plan that targeted the old AFC Cross-Functional Teams needs rewriting against the JCIDS and portfolio structure now in place.
The force provider is now a hemispheric theater army. USAWHC simultaneously generates and provides forces (the old FORSCOM mission) and serves as theater army to both USNORTHCOM and USSOUTHCOM. Homeland-defense, counter-narcotics, border support, and Counter_UAS work that used to be split across three headquarters now converges on one four-star staff at Fort_Bragg.
Consolidation compresses the number of doors. Fewer four-star headquarters means fewer independent requirement sponsors, fewer separate PPBE_Process inputs, and fewer places to get a program started. Incumbency advantages concentrate; so does the risk of a program being cut in a single decision.
