The Army Your Org Chart Shows No Longer Exists

In the space of eleven weeks last autumn, the Army retired two of its three major commands, stood up two new four-star headquarters, moved three corps between theater armies, and cut a fifth of its general officer billets. Most reference material published before September 2025 now describes an Army that is not there.

For companies that sell to the Army, this is not a trivia problem. The reorganization moved the people who write requirements, the people who hold acquisition authority, and the people who decide what gets funded. A capture plan built on the old chart is calling on offices that are closing.

This report documents what changed, from the theater army down to the nine-soldier rifle squad, what it means commercially and operationally, and which parts of it are settled versus still contested in Congress.

Command Structure

The before and after

In mid-2025 the Army ran on a command architecture that had been broadly stable since Army_Futures_Command was added to it in 2018. The Congressional Research Service, in the edition of its Army command structure primer current through the spring of 2025, counted four Army Commands: U.S. Army Forces Command, U.S. Army Training and Doctrine Command, U.S. Army Futures Command, and U.S. Army Materiel Command. All four were commanded by four-star generals. Below them sat nine Army Service Component Commands, five aligned to geographic combatant commands and four to functional ones, and thirteen Direct Reporting Units.

As of August 2026 the same primer counts three Army Commands, nine Army Service Component Commands, and fifteen Direct Reporting Units. The four-star layer has been cut in half. TRADOC and Army_Futures_Command no longer exist and their missions sit inside U.S. Army Transformation and Training Command. FORSCOM has cased its colors and its force-provider mission has passed to U.S. Army Western Hemisphere Command, which also absorbed U.S. Army North and U.S. Army South. AMC is now led by a lieutenant general. The Army_Transformation_Initiative is the vehicle for all of it, running on a Secretary of Defense memorandum dated April 30, 2025, and a Letter to the Force issued by Secretary of the Army Daniel_Driscoll and Chief of Staff Randy_George on May 1, 2025.

The distinction that matters for anyone reading an org chart this month is between ceremony and paperwork. The mergers are operationally done. The legal instrument that ends the predecessor commands does not take effect until October 15, 2026.

The consolidations

TRADOC plus Army_Futures_Command into T2COM. TRADOC cased its colors on September 26, 2025, at Fort Eustis on Joint Base Langley-Eustis, Virginia, after 52 years, with Gen. Gary_Brito casing and Chief of Staff Gen. Randy_George presiding. T2COM was established effective October 1, 2025, by Headquarters, Department of the Army General Orders 2025-23, and activated in a ceremony at the LBJ Auditorium on the University of Texas campus in Austin on October 2, 2025, the same event at which Army_Futures_Command cased its colors after seven years under Gen. James_Rainey. Gen. David_Hodne, previously the deputy commanding general for futures and concepts at Army_Futures_Command, took command. The headquarters is in Austin, with substantial elements of the former TRADOC remaining at Joint Base Langley-Eustis.

T2COM is built around three subordinate three-star commands. Futures_and_Concepts_Command at Fort_Eustis is the proponent for force design and leads concept development, warfighting experimentation, and requirements integration; it was formally activated on February 12, 2026, with Lt. Gen. Michael_McCurry as commanding general. Combined_Arms_Command at Fort Leavenworth, Kansas, redesignated from the Combined Arms Center on October 2, 2025, is the proponent for force development and owns professional military education, Army schools, training, and doctrine. U.S. Army Recruiting Command at Fort Knox, Kentucky, is the proponent for force generation.

The command has been led by an acting commander since April 2026, when the Secretary of War removed Gen. David Hodne without a stated reason. Lt. Gen. Edmond_Brown, the deputy commanding general since November 2024, is performing the duties of commanding general pending Senate confirmation of a successor.

FORSCOM, ARNORTH, and USARSOUTH into USAWHC. HQDA General Orders 2025-24, dated December 2, 2025, established USAWHC as an operational-level Army force at Fort_Bragg, North Carolina, effective December 5, 2025. The order designates it, on combatant command assignment, as the Army service component command providing Title 10 support to both USNORTHCOM and USSOUTHCOM, reporting directly to Headquarters, Department of the Army. Its stated mission set is homeland defense, defense support of civil authorities, and theater security cooperation in the Western Hemisphere, while sustaining directed readiness for the joint force. Gen. Joseph_Ryan, previously the Army’s deputy chief of staff for operations, plans, and training, assumed command. The headquarters is at Fort_Bragg with a forward command post at Joint Base San Antonio.

The same general order moved a large share of the operating force on December 5, 2025. I_Corps was reassigned to USARPAC. III_Corps was reassigned to USAREUR-AF. XVIII_Airborne_Corps, First_Army, 20th_CBRNE_Command, and Air Traffic Services Command were reassigned to USAWHC. The 4th_Infantry_Division was reassigned to I_Corps. Separately, and less noticed, U.S. Army Reserve Command was pulled out from under FORSCOM and reassigned to Headquarters, Department of the Army as a direct reporting unit to the Office of the Chief of Army Reserve.

USAWHC reached initial operational capability in February 2026 and was planned to reach full operational capability in the summer of 2026. The subordinate headquarters have come down on that timeline. U.S. Army South cased its colors on May 29, 2026, at Trinity University in San Antonio, with roughly 60 civilian employees remaining at Joint Base San Antonio-Fort Sam Houston and the bulk of the staff relocating to Fort_Bragg over the following year. U.S. Army North cased its colors on July 15, 2026, at Fort Sam Houston under Lt. Gen. Allan_Pepin, with USNORTHCOM commander Gen. Gregory_Guillot in attendance. The Army described Army North as the third headquarters to transition into USAWHC.

SDDC redesignated ARTRANS. Secretary of the Army Daniel_Driscoll redesignated the Military Surface Deployment and Distribution Command as U.S. Army Transportation Command on September 24, 2025. This is the cheapest change in the set and the only pure renaming. The command keeps its headquarters at Scott Air Force Base, Illinois, its dual identity as the Army service component command to USTRANSCOM and a major subordinate command of AMC, and its commanding general, Maj. Gen. Lance_Curtis, who took the command in July 2024. The Army’s stated rationale was that the old name understated the command’s authorities and did not match Army naming conventions.

SMDC absorbs the 32nd and 263rd Army Air and Missile Defense Commands. Effective October 1, 2025, the 32nd_AAMDC, an active component headquarters at Fort Bliss, Texas, transferred from FORSCOM, and the 263rd_AAMDC, a South Carolina Army National Guard headquarters at Anderson, South Carolina, transferred from ARNORTH. Both now report to U.S. Army Space and Missile Defense Command at Redstone Arsenal, Alabama. The Army’s stated purpose was to put U.S.-based air and missile defense formations performing homeland defense missions under a single senior headquarters. SMDC remains the Army service component command to USSPACECOM and USSTRATCOM and adds an expanded air and missile defense role for USNORTHCOM. No units or personnel were relocated.

That realignment gained a second layer in January 2026. CRS reports that USNORTHCOM established Joint Task Force-Gold on January 15, 2026, to run the operational side of homeland air and missile defense under the Golden_Dome effort, and that the task force is led by the SMDC commander in a dual-hatted capacity. SMDC also retains the 100th_Missile_Defense_Brigade, which operates the ground-based midcourse defense system. Lt. Gen. John_Rafferty assumed command of SMDC from Lt. Gen. Sean_Gainey on April 29, 2026.

AMC downgraded from four-star to three-star. The April 30, 2025 memorandum directed the Army to consolidate and realign headquarters and units within AMC. The structural expression of that came on November 18, 2025, when the Pentagon announced Lt. Gen. Christopher_Mohan for reappointment as commanding general of AMC at Redstone Arsenal. Mohan had been serving as acting commanding general since the removal of Gen. Charles_Hamilton. Naming a lieutenant general to the post made AMC a three-star headquarters, ending a four-star tradition that had held since the command’s creation. AMC retains its status as an Army Command and its ownership of the life cycle management commands, Army_Contracting_Command, and the Army_Organic_Industrial_Base. It simply no longer competes at the four-star table.

The general officer reduction

The command mergers are not separable from the flag officer cuts. They are the mechanism for them.

In May 2025 the Secretary of Defense directed a minimum 20 percent reduction of four-star positions across the active component and a minimum 20 percent reduction of general officers in the National Guard, followed by an additional minimum 10 percent reduction in general and flag officer positions across the force. At the time of the directive the military had 44 authorized four-star positions, with 38 officers on active duty in them. The Army_Transformation_Initiative Letter to the Force separately committed the Army to trim general officer positions to streamline command structures and to eliminate 1,000 staff positions at Headquarters, Department of the Army.

A 20 percent cut to four-star billets cannot be achieved by attrition. It requires eliminating the organizations those officers command or demoting the billets. That is precisely what the Army did. Folding TRADOC and Army_Futures_Command into T2COM converted two four-star commands into one. Downgrading AMC converted a third into a three-star post. Folding ARNORTH and USARSOUTH into USAWHC removed two subordinate general officer headquarters without touching the four-star count, since FORSCOM was already a four-star command and USAWHC remains one. The net effect across the Army’s top tier is that four four-star headquarters in mid-2025 became two in August 2026.

The interaction runs the other direction as well. Consolidation concentrates authority in fewer billets, which raises the cost of any single vacancy. When the Secretary of War removed three general officers in early April 2026, including the T2COM commander, the entire institutional Army passed to an acting three-star, and the Army entered the summer with an acting chief of staff at the same time. Under the pre-ATI structure that disruption would have been split across two separate four-star commands.

CRS has flagged the absence of measures of effectiveness as the central oversight problem. The Army has not published a running tally of general officer billets eliminated, nor a framework for evaluating whether the mergers produced the command and control or staffing efficiencies claimed for them. Appropriators criticized the rollout as disjointed and directed the Army to notify the defense committees not later than 30 days before implementing any additional transformation changes.

The current roster

The Army’s official command taxonomy has three tiers, all designated by the Secretary_of_the_Army under AR_10-87. The most recent CRS accounting counts three Army Commands, nine Army Service Component Commands, and fifteen Direct Reporting Units.

Army Commands. FORSCOM, T2COM, and AMC. FORSCOM remains on the list because it has not yet been legally inactivated.

Army Service Component Commands. Five geographic: U.S. Army Central aligned to USCENTCOM; U.S. Army Europe and Africa aligned to USEUCOM and USAFRICOM; U.S. Army Pacific aligned to USINDOPACOM; and U.S. Army North and U.S. Army South, both reassigned to USAWHC and aligned to USNORTHCOM and USSOUTHCOM respectively. Four functional: U.S. Army Cyber Command aligned to USCYBERCOM; U.S. Army Transportation Command aligned to USTRANSCOM; U.S. Army Space and Missile Defense Command aligned to USSPACECOM, USSTRATCOM, and now USNORTHCOM for air and missile defense; and U.S. Army Special Operations Command aligned to USSOCOM.

This list is a transitional artifact and should be read as one. ARNORTH and USARSOUTH still appear by name because the roster was compiled before either cased its colors. USAWHC is the entity actually performing the theater army function for both USNORTHCOM and USSOUTHCOM. The Army has not published a revised count reflecting the October 15 inactivations.

Direct Reporting Units. U.S. Army Acquisition Support Center, U.S. Army Audit Agency, Arlington_National_Cemetery, Civilian Human Resources Agency, U.S. Army Corps of Engineers, U.S. Army Corrections Command, U.S. Army Criminal Investigation Division, U.S. Army Human Resources Command, U.S. Army Intelligence and Security Command, U.S. Army Joint Counter-small Unmanned Aircraft Systems Office, U.S. Army Medical Command, U.S. Military Academy, U.S. Military District of Washington, Military Postal Service Agency, and U.S. Army Test and Evaluation Command.

The DRU count rose from thirteen to fifteen. The Army Audit Agency, Army_Corrections_Command, and the Joint Counter-small UAS Office were added to the published list. The Army_War_College dropped off it; its professional military education mission now sits inside the T2COM structure under Combined_Arms_Command. Two of the fifteen carry outsized commercial weight. ATEC is the independent test authority whose verdict gates Materiel_Release, and the JCO is the joint executive agent for counter-small UAS, which is why a nominally Army office writes requirements the other services buy against.

Complete versus pending

Complete as of August 2026: the SDDC to ARTRANS redesignation on September 24, 2025; the transfer of the 32nd and 263rd AAMDCs to SMDC on October 1, 2025; the establishment of T2COM on October 1, 2025 and the casing of the TRADOC and Army_Futures_Command colors on September 26 and October 2, 2025; the redesignation of the Combined Arms Center as Combined_Arms_Command on October 2, 2025; the activation of USAWHC and the corps reassignments on December 5, 2025; the reassignment of USARC to Headquarters, Department of the Army on December 5, 2025; the establishment of Futures_and_Concepts_Command as a full command on February 12, 2026; the downgrade of AMC to a three-star headquarters; and the casing of the Army South and Army North colors in May and July 2026.

Pending until October 15, 2026: under HQDA General Orders 2025-24, FORSCOM, ARNORTH, and USARSOUTH are inactivated and discontinued effective that date, with USAWHC designated successor in command to all three. Until then the three remain on the Army’s books as legal entities even though their headquarters have stood down, and FORSCOM continues to appear as one of the three Army Commands. The same order supersedes the general orders that created ARNORTH in 2006, USARSOUTH in 2006, USARC in 2011, and FORSCOM in its 2011 form, and directs the Army G-3/5/7 to complete an expedited revision of AR_10-87 within twelve months of December 2, 2025, to document both USAWHC and T2COM.

Two further items remain open. T2COM has no Senate-confirmed commanding general and has been under an acting three-star since April 2026. And the Army has not published a revised ACOM, ASCC, and DRU roster reflecting what the October 15 inactivations do to the counts, which is the document any target list built this fall will need.

Force Structure

The Army as a whole

The ATI did not change how big the Army is. It changed how the Army is stacked. The FY2026 National Defense Authorization Act (P.L. 119-60) authorized an active component end strength of 454,000 soldiers, up 11,700 from the FY2025 enacted level of 442,300, alongside 328,000 in the Army National Guard and 172,000 in the Army Reserve, for a Total Army of 954,000. The Army’s FY2027 request would add another 18,300 soldiers above FY2026 authorized levels, with the growth concentrated in air defense, field artillery, cyber and counter-UAS formations rather than in maneuver infantry.

Everything below that top line is the subject of ATI. Secretary of Defense Pete Hegseth issued the “Army Transformation and Acquisition Reform” memorandum on April 30, 2025. Secretary of the Army Dan Driscoll and Chief of Staff Gen. Randy George answered it the next day with a “Letter to the Force” that committed the Army to merging headquarters, cutting a thousand staff positions at HQDA, reducing one Air Cavalry Squadron per CAB in the active component, and converting every Infantry Brigade Combat Team into a Mobile Brigade Combat Team.

The echelon ladder

The Army describes itself in nested units of command. Each echelon exists to do a thing the echelon below it cannot do alone, and each is built around a commander of a specific rank. The figures below are typical rather than fixed. FM 3-94 is explicit that a corps headquarters is organized to control two to five divisions, and a division headquarters to control two to five brigade combat teams plus two to four functional and multifunctional brigades, which means the actual headcount at those echelons is a function of what is task-organized under them on a given day.

Where the corps now sit

The most consequential structural move of ATI happened above the division. On October 1, 2025, the Army consolidated TRADOC and AFC into the U.S. Army Transformation and Training Command, a four-star command headquartered in Austin, Texas, with three subordinate three-star commands: FCC, CAC and Army Recruiting Command. On December 5, 2025, the Army activated U.S. Army Western Hemisphere Command, merging FORSCOM, U.S. Army North and U.S. Army South into a single four-star headquarters. USAWHC was to reach initial operational capability by February 2026 and full operational capability by summer 2026.

The corps realignment followed. Announced December 2 and effective December 5, 2025:

V Corps remains USAREUR-AF’s forward-deployed corps, headquartered at Fort Knox with a forward element in Poznań, Poland. The practical effect is that USAREUR-AF now has two corps headquarters, USARPAC has one, and the Army’s continental warfighting corps sits under a command whose primary framing is homeland defense and Western Hemisphere partnership rather than global force provision.

The four brigade combat team types

The BCT has been the Army’s unit of action since the 2003 modular reorganization moved the service off a division-centric structure. The FY2026 budget supports 31 active component BCTs: 11 Armored, 14 Infantry or Mobile, and 6 Stryker, plus two Security Force Assistance Brigades and 11 Combat Aviation Brigades. All three legacy types share the same skeleton of three maneuver battalions, a cavalry squadron, a fires battalion, a brigade engineer battalion and a brigade support battalion. What differs is what the infantry rides in and what the brigade can kill.

Armored Brigade Combat Team. The heaviest formation, roughly 4,700 soldiers, built on the M1 Abrams tank, the M2 Bradley infantry fighting vehicle and the M109 Paladin self-propelled howitzer. It is the Army’s instrument for closing with and destroying a mechanized peer force. ATI leaves the 11 active ABCTs intact and funds the M1E3 tank, though the Letter to the Force did commit to divesting “outdated formations, including select armor and aviation units across all components.”

Stryker Brigade Combat Team. About 4,500 soldiers riding roughly 300 Stryker wheeled armored vehicles. It was conceived as the middle weight, deployable faster than armor and with more protected mobility than light infantry. Six remain in the active component. Two National Guard Stryker brigades, Washington’s 81st and Pennsylvania’s 56th, are being converted downward into Mobile brigades rather than upward.

Infantry Brigade Combat Team. About 4,500 soldiers in airborne, air assault or light variants. The Army’s own assessment, as relayed to Congress, is that the IBCT was optimized for Iraq and Afghanistan, for “dismounted infantry maneuver in low-intensity environments,” and that its light footprint and limited mobility became a liability once battlefields filled with precision fires, persistent aerial surveillance and unmanned systems. Fourteen active component and 20 National Guard IBCTs are slated to disappear as a category.

Mobile Brigade Combat Team. The new type. Approximately 1,900 soldiers, less than half the IBCT it replaces, organized around the ISV, organic small drones at every echelon from squad to battalion, loitering munitions and embedded EW specialists.

The MBCT conversion

The Army began the work before it had the name. Under Transforming in Contact, the initiative Gen. Randy George launched to modernize units while they remained in the operational cycle, the 82nd Airborne Division’s 1st IBCT and the 25th Infantry Division’s 2nd IBCT ran MBCT pilots across FY2024 and FY2025, with full conversion of those two units planned by FY2028.

Formal conversions followed in a cluster in October 2025: 1st and 3rd Brigades of the 10th Mountain Division at Fort Drum and Fort Polk on October 16; the 116th and 76th National Guard brigades in Virginia, Kentucky and Indiana the same day; 2nd Brigade of the 82nd Airborne Division at Fort Bragg on October 17; and 2nd and 3rd Brigades of the 25th Infantry Division at Schofield Barracks plus the 173rd Airborne Brigade in Vicenza and Grafenwöhr on October 18. The 173rd completed a further step on January 8, 2026, at Grafenwöhr, deactivating 1st Squadron, 91st Cavalry Regiment and reactivating 3rd Battalion, 504th Parachute Infantry Regiment.

Three National Guard brigades are converting from heavier types. Pennsylvania’s 56th became a Mobile brigade effective March 31, 2026, trading its Stryker fleet for the M1301 ISV. Washington’s 81st is to complete conversion by 2028. Tennessee’s 278th Armored Cavalry Regiment, which reorganized in 2018 into six squadrons of Abrams and Bradleys totaling more than 3,500 soldiers, is converting directly from armor to a roughly 1,900-soldier Mobile brigade of three infantry battalions.

What defines an MBCT. Four things.

First, the ISV. Every rifle squad gets a nine-seat vehicle. The ISV is built by GM Defense on a Chevrolet Colorado ZR2 baseline, roughly 90 percent commercial off-the-shelf parts, about 17 feet long and 6.8 feet wide with a payload near 3,200 pounds. It is unarmored by design, cheap enough that the Army says it will accept its loss on a mission, and can be low-velocity airdropped, carried internally in a CH-47, or sling-loaded under a UH-60. The approved acquisition objective is 2,593 vehicles. As of November 2025 the Army had fielded 201 each to 1st and 2nd Brigades of the 101st Airborne Division, 108 to 3rd Brigade of the 25th Infantry Division, 96 each to 2nd Brigade of the 25th and 3rd Brigade of the 10th Mountain Division, 59 to each of the three 82nd Airborne Division brigades, 40 to the 173rd, and 186 to the 75th Ranger Regiment. Two future variants are planned: the ISV-U, carrying modular command and control, power distribution, counter-small-UAS, EW, precision fires and forward logistics packages, and the ISV-H, a brigade-level command platform with a hybrid battery system for command on the move.

Second, the MFRC. One is added to each brigade. It combines a TUAS platoon, an EW platoon, an effects platoon and a ground reconnaissance platoon under a single company commander. The TUAS and EW platoons support brigade operations and task-organize teams down to battalion and below. The effects platoon currently carries TOW 2B anti-armor missiles, which are to be replaced by loitering munitions and the Mobile Long-Range Precision Strike Missile.

Third, the MPC. One is added to each of the three infantry battalions, replacing the battalion assault company. It absorbs the mortar and scout platoons that previously sat under the headquarters company and adds an effects platoon carrying the battalion’s organic counter-small-UAS capability and its principal stock of loitering munitions. The stated logic is that consolidating mortars, scouts, drones and counter-drone under one commander lets a dispersed battalion reposition those capabilities faster.

Fourth, saturation with unmanned systems. Small drones are organic from squad through battalion. Col. Joshua Glonek, whose 3rd Brigade, 10th Mountain Division ran an early rotation, told the September 2025 Maneuver Warfighter Conference that 90 percent of his fire missions were observed through drones, and that the brigade fired 50 percent fewer artillery rounds while being roughly 300 percent more lethal. Col. David Lamborn cautioned at the same conference against reading the ISV as a fighting vehicle: “Do not become fixated on the ISV. It’s not a fighting platform. It’s a tool.”

Why the Army says it is doing this. The MBCT effort began in FY2023 as a two-year experiment to increase IBCT lethality, survivability and maneuverability without increasing the formation’s size or logistics burden. The Army’s stated objective is a brigade that can operate independently, dispersed, in austere terrain, and still concentrate effects when it needs to. The reference case is Ukraine, where persistent surveillance and cheap precision have made massed light infantry expensive to sustain. Initial operational capability came in FY2025, full operational capability is projected for FY2028, and the FY2026 budget documents commit the Army to converting 25 IBCTs across FY2026 and FY2027, with most IBCTs transitioned by FY2030. The FY2026 request funds five conversions, ISV sets for seven brigades, more than 308.6 million for 1,275 vehicles), $75 million for loitering munitions, five brigades’ worth of loitering munitions and commercial off-the-shelf UAS for ten brigades.

The contested part. Cutting a brigade from 4,500 to 1,900 while keeping three infantry battalions, adding a company to each of them and adding a reconnaissance company to the brigade is an aggressive arithmetic. A February 6, 2026 essay in Small Wars Journal, “Who Consolidates Gains? The Enduring Requirement for Manpower in Army Formations,” argued that the MBCT is “uniquely prone to culmination” in close combat, lacks the mass to exploit opportunities its own sensors create, and cannot hold terrain it takes. The Congressional Research Service has flagged the same question for oversight, suggesting Congress may want to examine whether a mixed force of MBCTs and IBCTs is preferable to full conversion. Appropriators have separately complained that the Army has not produced a consolidated implementation plan or a reconciliation of the claimed $48 billion in five-year savings.

The squad and the fire team

Below the platoon, the structure has been remarkably stable for decades, and ATI has not rewritten it. ATP 3-21.8, the Army’s doctrine for the infantry rifle platoon and squad, describes a rifle squad of nine soldiers: a squad leader and two four-soldier fire teams, designated Alpha and Bravo. The squad leader is a staff sergeant, pay grade E-6. He does not belong to either team. His job is to control both, which is the entire point of the structure, because a squad with two teams can move one while the other shoots.

Each fire team is identical and carries four functions:

  • Team leader, a sergeant (E-5), armed with an M4A1 carbine. He leads by example and by position, controlling the team’s fires by where he places himself.
  • Automatic rifleman, typically a specialist (E-4), carrying the M249 Squad Automatic Weapon. He is the team’s base of fire, delivering sustained suppression on area targets.
  • Grenadier, typically a specialist, carrying an M4A1 with an M320 40mm grenade launcher. He provides high-explosive fire against point and area targets, including defilade the rifles cannot reach.
  • Rifleman, typically a private first class (E-3), carrying an M4A1 and frequently the team’s AT4 light anti-armor weapon. He provides accurate lethal fire against point targets.

Three of these squads plus a weapons squad make a platoon. The weapons squad is also nine soldiers: a squad leader, two medium machine gun teams with the M240B or M240L, and two anti-armor teams with the Javelin or the M3E1 Carl Gustaf. The platoon headquarters is the platoon leader, a first or second lieutenant, the platoon sergeant, a sergeant first class, and a radiotelephone operator.

The small arms themselves are changing underneath the structure. The NGSW program’s M7 rifle and M250 automatic rifle, chambered in 6.8x51mm and paired with the M157 fire control optic, were type classified in May 2025 after initial fielding to 1st Battalion, 506th Infantry Regiment of the 101st Airborne Division in March 2024. They replace the M4A1 and M249 in close combat formations. The 25th Infantry Division trained on the M7 in January 2026.

What the MBCT changes at squad level, and what it does not

The nine-soldier squad survives the conversion. The ISV has nine seats precisely because the squad has nine soldiers, and the vehicle was specified to that number rather than the squad being resized to the vehicle. Alpha and Bravo teams, the staff sergeant squad leader, the grenadier, the automatic rifleman: all of it carries over.

What changes is what the squad owns and how it moves. Three things in particular. The squad now has a vehicle, which converts it from foot-mobile to road and cross-country mobile and changes its planning radius from kilometers to tens of kilometers. The squad now has organic aerial observation, because small drones are pushed down to squad level rather than held at company or battalion. And the squad’s anti-armor reach goes up: the Army has told Congress that each MBCT squad includes Javelin missile teams and Carl Gustaf recoilless rifles to counter armored threats, capabilities that in a legacy IBCT lived in the weapons squad and the battalion anti-armor section.

The tradeoff is protection and mass. The ISV is unarmored, which is why Col. Lamborn’s warning against treating it as a fighting platform matters operationally: the squad dismounts to fight, and the vehicle is a mobility and logistics asset rather than a firing position. And a brigade of 1,900 fields far fewer of these nine-soldier squads than a brigade of 4,500 did. That is the crux of the argument now in front of Congress. The Army has bought reach, sensing and speed at the squad level. What it has spent to get there is the number of squads.

Programs and the Industrial Base

The Army Transformation Initiative is usually described as a force structure decision. It is more accurately an acquisition decision with a force structure wrapper. The April 30, 2025 Secretary of Defense memorandum “Army Transformation and Acquisition Reform” and the May 1, 2025 “Letter to the Force” signed by Secretary Dan_Driscoll and Chief of Staff Gen. Randy_George named specific programs for termination, and the Army has said the resulting reallocation is worth roughly $48 billion over five years. Congressional Research Service analysis of the FY2026 request found those savings were not consolidated in the budget documents in a way that permitted oversight, which is the first thing to understand about the number.

What follows is the cut list, verified against public reporting, followed by the pattern, the growth portfolio, and the industrial consequences.

Ground combat vehicles

M10_Booker (Mobile Protected Firepower). Prime: General Dynamics Land Systems. The Army ceased procurement in May 2025, roughly a year after first deliveries in February 2024. GDLS held a low-rate initial production contract awarded in June 2022 covering up to 96 vehicles, and a September 2023 Government Accountability Office figure put total program acquisition cost at about 19 million each. Driscoll has said 80 vehicles were delivered before termination. The Army’s public rationale was reinvestment in what it called war-winning capabilities. The operative failure was weight: at roughly 42 tons the vehicle had outgrown the air-deployability premise that justified it, and reporting noted it exceeded the rating of some bridges at Fort Campbell. The work statement spanned GDLS Sterling Heights, Michigan, turret production at Lima, Ohio, hulls at Saginaw, Michigan, and additional work at Tallahassee, Florida and Scranton, Pennsylvania, with final assembly and depot source of repair at Anniston_Army_Depot, Alabama.

Robotic Combat Vehicle (RCV). Phase I awards went to Textron Systems, McQ, General Dynamics Land Systems and Oshkosh Defense for a combined 24.7 million. Breaking Defense reported in March 2025 that Textron's Ripsaw M3, built by Howe & Howe in Maine, had won. The Army cancelled the planned award in May 2025. Maj. Gen. Glenn Dean, then program executive officer for ground combat systems, wrote internally that "RCV will stop development" and that the future of the robotic software program was unknown. Driscoll defended the decision as a case of requirements creep producing an over-engineered system too expensive to field at scale, and Army sources cited an unwillingness to down-select to a single vendor at nearly 3 million per copy. Sen. Susan Collins, who chairs Senate Appropriations, told Driscoll the move was “terribly unfair and a real mistake.” Ground autonomy work continues in a different form through the Defense Innovation Unit’s Ground Vehicle Autonomous Pathways effort.

Stryker. Contemporaneous trade analysis listed Stryker among lines that would receive no further production orders. That did not hold. Stryker was not named in the Letter to the Force, and on May 15, 2026 Army Contracting Command at Detroit Arsenal awarded GDLS a $229.6 million fixed-price-incentive contract for 50 Stryker Double V-Hull A1 vehicles, with completion expected by June 2028. Treat Stryker as a survivor, not a casualty.

M1E3 Abrams. Explicitly accelerated rather than cut. The FY2027 request carries $474 million for the program, prototypes were expected to reach soldiers in the summer of 2026, and production is planned for FY2028.

Aviation

AH-64D Apache. Prime: Boeing. Procurement of the D model ended and the legacy fleet is being divested. Army officials reported in April 2026 that the service had divested nearly 60 percent of its AH-64D airframes in the first year, part of roughly 1,100 aircraft transferred across the fleet in that period. The stated reasoning was that the D model is an obsolete crewed attack aircraft that is expensive to maintain, with the attack reconnaissance mission migrating to the AH-64E, to unmanned systems, and eventually to the MV-75. Apache procurement fell from 1.5 million requested in FY2027.

UH-60 Black Hawk and CH-47 Chinook. Not cancelled, but truncated to near zero in the FY2027 request. Black Hawk procurement dropped from 39.3 million and Chinook from roughly 210 million. Rep. Rosa DeLauro characterized the aggregate effect as cutting over $5 billion from the aviation industrial base and “effectively shutting down all current Army aviation platforms.”

ITEP / GE T901. The Army sought to end it. Congress did not let it end. Treated separately below.

Air Cavalry Squadrons. Seven were deactivated between October and December 2025, removing one ACS per Combat Aviation Brigade. This is force structure, but it is also the demand signal that made the Apache D divestiture coherent.

Unmanned systems

MQ-1C Gray Eagle. Prime: General Atomics Aeronautical Systems. Procurement cancelled. Driscoll and George wrote that the Army would cancel “obsolete UAVs like the Gray Eagle” because “yesterday’s weapons will not win tomorrow’s wars.” The underlying issue is survivability against a peer integrated air defense. Congress subsequently added $240 million in the FY2026 defense appropriations act for Gray Eagle 25M procurement for the Army National Guard, and General Atomics has pushed the line toward foreign sales and co-production, including a Hanwha Aerospace partnership announced at AUSA 2025 for Gray Eagle STOL work in South Korea.

Future Tactical UAS. Cancelled in 2025 within weeks of the ATI announcement, after Textron Systems’ Aerosonde Mk 4.8 HQ and Griffon Aerospace’s Valiant completed testing at Redstone Test Center in September 2024 and with an award expected in the fourth quarter of FY2025. The first production Valiant had been delivered for testing on April 30, 2025, one day before the Letter to the Force. The Army’s stated reasoning is the cleanest articulation of the ATI logic anywhere in the cut list: the service said it could not “get locked into long-term programmes of record as technology is rapidly evolving.” The Shadow replacement is now a directed-requirement brigade UAS buy of a Group 3 platform beginning in FY2026, open to the former FTUAS competitors and to others.

RQ-7B Shadow. Retiring, with the replacement handled through the directed requirement rather than a program of record.

Tactical wheeled vehicles

HMMWV and Joint Light Tactical Vehicle. Prime for both: AM_General. The Letter to the Force named both as “excess ground vehicles” and cancelled Army procurement. AM General had won the JLTV recompete in February 2023 over original manufacturer Oshkosh Defense, a contract valued at more than 6.7 billion contract, redirected to international sales. Senate appropriators added $25 million for Humvee anti-lock brake retrofit kits in FY2026, an implicit acknowledgment that the fleet will serve for decades regardless of what the Army stops buying.

Artillery and other

Extended Range Cannon Artillery (XM1299). Terminated in April 2024, before ATI, after excessive 58-caliber tube wear in testing. It is frequently grouped with the ATI cuts. It is not one of them, and the reasoning was technical rather than strategic.

Self-Propelled Howitzer Modernization. Paused under ATI in May 2025, then restarted. The Army issued a request for information in the fall of 2025, released draft prototype proposal requests in early 2026, and targeted contract award by July 2026. This is the clearest example of an ATI pause functioning as a requirements reset rather than a termination.

The pattern

Four things run through the cut list.

The Army terminated inside surviving priorities, not across them. Ground combat vehicles, aviation, fires and network all remain funded modernization categories. Every cancelled program sat inside one of them. Priority survival protected nothing. Any position that rests on the priority area rather than on the specific budget line is exposed, and the Booker and RCV cases show that even a recently awarded production contract is not protection.

The cuts fall on crewed, heavy, exquisite and slow. M10 Booker, AH-64D, Gray Eagle and the RCV share a profile: high unit cost, long development, a single vendor, a platform-centric concept of operations, and a survivability case built for a permissive air and electromagnetic environment. What survived shares the opposite profile.

The stated reasoning is about acquisition velocity as much as capability. The FTUAS and RCV rationales are the same argument in two domains, which is that a decade-long requirement written against an eighteen-month technology cycle produces obsolescence on delivery. The practical consequences are more middle-tier acquisition, more OTA prototyping, more directed requirements, and more buying of mature commercial product. The NGC2 prototype-to-scale model is the template the Army is holding up.

The surviving portfolio favors magazine depth over platform count. The Army is buying more rounds, more interceptors, more drones and more software licenses, and fewer airframes and hulls. That is a different industrial base than the one that built the current force, and it is the central industrial fact of ATI.

What is growing

The FY2027 request, at roughly 205 billion enacted in FY2026, funds the other half of the trade.

Counter-UAS. The Army requested 336 million enacted in FY2026, with 165 million for fixed-site defense. The service projects roughly 461 million from 215 million from 132 million new start for AN/TPY-2 sensing.

Attritable and organic drones. SkyFoundry, the Army Materiel Command initiative announced in October 2025, is the structural piece. It uses a government-owned, government-operated contractor-augmented model across multiple organic industrial base sites, with the government holding design rights so production can be moved between sites and vendors. The stated goals are 10,000 small drones per month and one million drones over two to three years, and the FY2027 request carries roughly 349.6 million in procurement for the Family of Systems UAS and about $168.8 million in RDT&E for LASSO loitering munitions.

Network modernization. NGC2 rises to 3 billion in FY2026, roughly 28 percent. Anduril won a $99.6 million OTA in July 2025 leading a team including Palantir, Microsoft, Govini, Striveworks, Research Innovations and Instant Connect. The May 2026 Ivy Mass event put the entire 4th Infantry Division on the prototype across Fort Carson and Pinon Canyon using more than 160 tactical edge computers, more than 2,500 end user devices and 40 integrated applications, and in June 2026 the Army named Anduril lead for the common data layer baseline.

Long range fires. Precision Strike Missile procurement rises to roughly 692 million mandatory in FY2027, supporting 1,134 missiles, against 446.6 million RDT&E and 2.7 billion contract action in April 2026. Lockheed Martin is the prime on both.

Industrial base consequences

AM General is the most exposed prime. Both of its Army production lines, HMMWV and JLTV, were named in a single letter. The company said it would run its South Bend and Mishawaka, Indiana lines to meet contractual requirements and cited a delivery backlog through 2027, but the recompete it won in 2023 was sized for more than 20,000 vehicles over five years and the Army portion of that demand is gone. The residual case rests on Marine Corps orders and foreign military sales. Marine Corps Commandant Gen. Eric Smith stated the mechanic plainly: average per-unit cost rises when orders fall. That is the transmission belt from a prime’s lost volume to sub-tier supplier viability, and it is why the Marine Corps ends up paying part of the Army’s savings.

General Dynamics Land Systems lost two programs and kept the franchise. Booker and RCV both went away. Abrams M1E3 was accelerated with $474 million in the FY2027 request and prototypes in 2026, and Stryker Double V-Hull A1 orders continued into May 2026. GDLS is a case study in why prime-level exposure is a poor proxy for program-level exposure.

Textron Systems absorbed the sharpest compound hit. It lost the RCV award it had reportedly won, it lost the FTUAS competition it was in, and the RQ-7 Shadow it built is retiring. Howe & Howe in Maine, the Ripsaw builder, is the sub-tier casualty Sen. Collins named specifically as “the kind of company that we need more of in our industrial base.” Griffon Aerospace delivered its first production Valiant one day before the Letter to the Force. Both firms were invited into the brigade UAS directed requirement, which is the Army’s answer to this criticism and an unproven one.

Boeing and General Atomics show how divestiture is survivable when the export book is deep. Boeing’s Mesa, Arizona line lost D-model remanufacture demand but received a 2.29 billion is foreign military sales for Poland, Egypt and Kuwait. Senate appropriators separately added 240 million National Guard add and international co-production. Sikorsky’s Black Hawk line has the least export cushion relative to the size of the cut, which is why the 39.3 million drop is the single most consequential aviation number in the request.

Organic industrial base implications cut both ways. The divestiture side generates teardown, disposition, foreign military sales transfer and sustainment wind-down workload across AMC depots, and Anniston Army Depot in particular loses Booker final assembly and depot source of repair work it had been designated for. The investment side is larger. The FY2027 request carries roughly 18 billion strategy across 23 depots, arsenals and ammunition plants. FY2025 investments exceeding $1 billion included robotic welding on the M1 Abrams line at Anniston, a bomb production line at McAlester Army Ammunition Plant in Oklahoma, and advanced manufacturing at the Joint Manufacturing and Technology Center at Rock Island Arsenal. SkyFoundry converts depots from repair enterprises into production enterprises, with the government holding drone design rights and the ability to reassign production between sites, and with an explicit objective of decoupling motors, magnets and rare earth inputs from Chinese supply. Tobyhanna Army Depot stood up a drone motor line, and Red River Army Depot has been pushed by its congressional delegation as a SkyFoundry site. The net effect is that the organic base gains share relative to the private base, which is a structural change that has received far less attention than the cancellations.

Sub-tier suppliers face a qualification problem, not just a volume problem. Cancelled lines carry specialized castings, forgings, armor plate, optics and gun-tube capacity that are often single-source and expensive to requalify once cold. Congress noticed. A congressional letter asked the Department to evaluate ATI’s effects on the defense industrial base, supplier viability, production capacity and surge capability, and the FY2026 appropriations act required quarterly Army briefings covering, among other things, defense industrial base implications. The Army has not published a supplier-level impact assessment.

The reversal risk is now structural. On May 12, 2026 Secretary Hegseth told House appropriators the Department was “taking another look at” parts of ATI, saying there were “some very good things” in it and “some things that we needed to get another look at,” with aviation the named concern. Driscoll told the House Armed Services Committee three days later that he would sync with the Office of the Secretary of War. A May 14, 2026 congressional letter asked Hegseth to weigh what the aviation procurement and force structure reductions mean for the industrial base. No formal relook process, scope or timeline has been announced.

The T901 case

The Improved Turbine Engine Program is the clearest single instance of Congress overriding an ATI decision, and it is worth reading closely because it defines the limits of what a service can unilaterally kill.

GE Aerospace won ITEP in 2019 with the T901, a 3,000-shaft-horsepower class engine intended to re-engine both the AH-64 Apache and the UH-60 Black Hawk. In May 2025, as part of the aviation restructuring, the Army announced it would end the effort and requested no further funding in FY2026. The timing was awkward: flight testing on a modified Black Hawk began that same month.

Congress declined. Senate appropriators restored 63 million arrived through reconciliation, bringing the fiscal 2026 total to roughly 360 million Apache remanufacture line and the $25 million Humvee brake kits, and required quarterly Army briefings on threat assessment, force structure impact, acquisition strategy and industrial base implications.

The engineering continued. Boeing kept some ITEP Apache integration work going despite the Army’s stated intent. As of April 2026, GE described a program requiring roughly 1,500 hours of ground testing and about 5,000 hours for full qualification, with Black Hawk qualification expected around 2028 and initial production estimated in the third quarter of FY2029. Mike Sousa of GE told reporters the program “will need a little bit more money to get through the EMD program, but it’s certainly not anywhere close to the money that we’ve already received,” and said GE had discussed with the Army ways to accelerate production.

The Army then declined to request ITEP money again in FY2027.

Three lessons sit in that sequence. First, a service can stop asking, and Congress can keep paying, and the program does not die. Second, an unrequested program is not a healthy program: it runs on annual appropriations, cannot plan a production ramp, cannot give its supplier base a rate signal, and forces the prime to carry schedule risk against a customer that has publicly said it does not want the product. Third, the appeal channel is real and firms use it. GE engaged Army leadership directly, including Driscoll, and appropriators wrote the rebuke into report language. Any assessment of ATI that treats the cut list as final is reading only one branch of government.

## Implications
 
The [[Army_Transformation_Initiative|Army Transformation Initiative]] is best understood not as a budget exercise but as a rewiring of who decides. Between May 2025 and the middle of 2026 the Army collapsed the institutional architecture that had governed requirements, acquisition and force generation since the 1970s, and it did so faster than Congress could build an oversight apparatus to match. The consequences fall unevenly across four domains, and in each one the practical question is the same: which relationships still matter, and which ones just became obsolete.
 
### Commercial: fewer doors, and each one is larger
 
The single most consequential change for industry is that requirements and acquisition now converge at a level where they can be traded against each other in the same room.
 
Before ATI, a company selling into an Army capability area had to work at least three separate seams. Requirements came from [[TRADOC]] centers of excellence. Concepts and future force design came from [[Army_Futures_Command]]. Money and contracts came from a program executive office under [[ASAALT|the assistant secretary of the Army for acquisition, logistics and technology]]. Joint validation ran through [[JCIDS|the Joint Capabilities Integration and Development System]] and the [[JROC|Joint Requirements Oversight Council]]. Each seam was a place where a good technical answer could die for reasons that had nothing to do with the technology.
 
Three actions closed most of those seams within a single fiscal year. [[TRADOC]] cased its colors in late September 2025 and [[Army_Futures_Command]] followed days later, with [[T2COM|the Army Transformation and Training Command]] established October 1, 2025 as the single owner of force design, force development and force generation. In an August 20, 2025 memorandum, [[Pete_Hegseth|Secretary of Defense Pete Hegseth]] and Deputy Secretary Steve Feinberg directed the disestablishment of [[JCIDS]] and instructed the [[JROC]] to stop validating service-level requirements to the maximum extent permitted by law, pushing validation authority back onto the services. And beginning in October 2025, the Army consolidated twelve program executive offices into six [[Portfolio_Acquisition_Executive|Portfolio Acquisition Executives]], reaching initial operating capability in January 2026.
 
The six PAEs are Fires at Redstone Arsenal, Command and Control and Counter-C2 at Aberdeen Proving Ground, Maneuver Ground at Fort Benning, Maneuver Air at Fort Rucker, Agile Sustainment and Ammunition at Picatinny Arsenal, and Layered Protection and CBRN Defense at Fort Leonard Wood. [[PEO_Enterprise|PEO Enterprise]] aligned separately to the Army chief information officer. Beneath each PAE sit [[Capability_Portfolio_Executive|capability portfolio executives]], led by general officers or Senior Executive Service civilians, who draw acquisition authority from [[ASAALT]] and direction from their PAE.
 
The dual-reporting arrangement is the part vendors should study hardest. Each PAE answers to [[T2COM]] for requirements generation and to [[ASAALT]] for acquisition and materiel development, with direct support from [[Army_Materiel_Command]], [[Army_Contracting_Command]] and [[Army_Test_and_Evaluation_Command]]. That means a single two-star-equivalent leader now owns requirements, science and technology, contracting, testing, programming, sustainment and foreign military sales for an entire capability area.

Three practical consequences follow.

First, the addressable buyer count fell by roughly half, and the remaining buyers are harder to reach but far more decisive. A vendor who wins the argument at a PAE has won requirements and acquisition at once. A vendor who loses there has fewer places left to appeal, because the intermediate offices that used to provide a second opinion have been folded into the same chain of command. Coverage strategies built around cultivating a dozen program managers convert poorly into a structure with six accountable owners.

Second, the document that governs the sale has changed. The Army has begun issuing Characteristics_of_Need documents, which state problem statements rather than prescribe solutions. The Next Generation Command and Control Characteristics of Need has the potential to replace more than a thousand standalone command, control and network requirements documents, and a companion document for electromagnetic spectrum operations is expected to replace dozens of fragmented requirements that historically drove siloed procurements. For a company whose value proposition was written against a specific line in a specific capability development document, that line may no longer exist. For a company that can credibly claim to solve a stated problem, the aperture is wider than it has been in a generation.

Third, the contracting mechanics are shifting toward outcomes and consolidation. The Army has described a move to outcome-based contracts that pay for defined results rather than billable hours, and it reports consolidating 118 separate software contracts into 14 enterprise contracts over eight months. Consolidation of that kind produces a small number of large winners and strands a larger number of incumbents whose position depended on holding one of the 118. The NGC2 program shows the same physics at the platform level: Anduril was selected in June 2026 to lead the common data layer baseline in partnership with Palantir, with Anduril leading the full stack at 4th Infantry Division and Lockheed_Martin leading at 25th Infantry Division. Access is now organized around a small number of integration anchors rather than a long tail of independent programs of record.

The honest summary for a commercial audience is that ATI raised both the ceiling and the floor. Speed of entry improved for companies with a working system and a clear problem fit. Survivability worsened for companies whose business depended on process friction, on being the only bidder against a narrowly written requirement, or on a program office that no longer exists.

Congressional: what is settled, what is contested

The congressional story is more nuanced than the headline friction suggests, and the distinction that matters is between structure and money.

Structure is largely settled. The Senate_Appropriations_Committee criticized what it called the disjointed rollout of ATI and said it had not received sufficient detail on the analysis behind specific decisions despite months of attempted dialogue, but it backed the underlying cuts. The House_Appropriations_Committee directed the Army to brief the defense appropriations subcommittees by July 31, 2025 on budgetary impacts, capability gaps from divestments and implementation plans, and required 30-day notification before implementing additional ATI changes. Those are process demands, not prohibitions. No committee moved to block the merger of TRADOC and Army_Futures_Command, the creation of Army Western Hemisphere Command, or the corps realignments, and the Senate Armed Services Committee’s fiscal 2027 report language explicitly commends the Secretary of the Army for advancing ATI. Congress has accepted the org chart.

Money is contested, item by item, and the T901 engine is the clearest demonstration.

The Army zeroed the Improved Turbine Engine Program in its fiscal 2026 request as part of ATI. Congress restored it, providing 63 million in reconciliation funding. Appropriators also added $360 million to remanufacture twelve AH-64D airframes into the AH-64E configuration, directly against the Army’s divestment plan. Then the fiscal 2027 request again contained no ITEP funding, with GE_Aerospace warning publicly in April 2026 that it needs additional money to complete engineering and manufacturing development, against a full qualification target of 2028.

The lesson is precise, and it is not that Congress reverses everything. Congress reverses divestitures that terminate a production line, a supplier base or a named platform in a member’s district or a caucus’s portfolio. It does not reverse headquarters mergers, staff consolidations or command realignments, because those have no constituency organized to defend them. Companies and staff should treat platform terminations as negotiable and organizational decisions as effectively final.

The fiscal 2027 posture confirms the pattern. The Army requested roughly 215 billion in discretionary funding and about 19 billion, with 3.1 billion for the Organic_Industrial_Base. End strength grows by 18,300. ATI itself has been rebranded in the request as “Continuous Transformation,” which is a defensible description of an ongoing program and also a convenient way to avoid producing the consolidated accounting of a discrete initiative that Congress asked for.

That accounting remains the live dispute. Army Secretary Dan Driscoll said ATI could produce 700 million from authorized NGC2 funding.

Congress has now begun legislating leverage rather than asking for briefings. The Senate Armed Services Committee’s fiscal 2027 bill includes Section 876, which would cap Office of the Secretary of the Army travel funding at 75 percent until the Secretary certifies that all Army portfolio acquisition executives are certified acquisition officials. The committee also directs an annual report from the Under Secretary of Defense for Acquisition and Sustainment, due March 1, 2027 and continuing through March 1, 2030, on PAE performance scorecards covering technology transitions, measurable improvements in user outcomes, and the divestment of non-performing efforts. That is the shape of the fight going forward: Congress conceded the structure and is now attaching conditions to the money and metrics to the leadership.

Operational and strategic: the war the Army is buying for

The command geometry is a strategic statement, and it is unusually legible.

Effective December 5, 2025, I_Corps was reassigned to U.S. Army Pacific, III_Corps to U.S. Army Europe and Africa, and XVIII_Airborne_Corps, along with First_Army, to the newly activated USAWHC. Forces Command, Army North and Army South were consolidated into USAWHC, which serves as the theater army for both NORTHCOM and SOUTHCOM and reached initial operational capability in February 2026. ARSOUTH cased its colors on May 29, 2026.

Two judgments are embedded in that diagram.

The first is that the Army no longer expects to fight as a globally sourced expeditionary force flowing through a central force provider. Under the old model, FORSCOM generated readiness and combatant commanders drew on a common pool. Under the new model, corps are permanently married to theaters, which means warfighting headquarters are expected to be regionally specialized, forward-oriented and continuously engaged rather than assembled on notification. The Army has decided that the cost of losing global flexibility is smaller than the cost of a corps arriving in a theater it does not know.

The second is that the Western Hemisphere is now treated as a single theater rather than as a homeland-defense mission plus a security-cooperation mission. Merging ARNORTH and ARSOUTH under one four-star headquarters that spans NORTHCOM and SOUTHCOM means border security, disaster response, counter-narcotics, hemispheric partnership and homeland missile defense are being planned by one staff against one problem set. That is a substantial bet that the near-term demand signal in the Americas is persistent and integrated rather than episodic.

The divestiture pattern describes the war the Army expects. The M10_Booker was canceled after the Army acquired twelve prototypes and began assembling 96 low-rate production vehicles against a planned buy of 504, with leadership publicly conceding the vehicle had grown too heavy for its intended role. AH-64D production ended in favor of the AH-64E, with roughly 60 percent of legacy D-model airframes divested. The Gray_Eagle program ended. Procurement of the HMMWV and the JLTV halted. Seven air cavalry squadrons across active-component combat aviation brigades were deactivated. Four of six Security Force Assistance Brigades were eliminated. Five infantry brigade combat teams began converting to Mobile Brigade Combat Teams, trading a formation of roughly 4,500 soldiers for one of roughly 1,900.

What survives and grows is equally telling: loitering munitions for five brigade combat teams’ worth of formations, commercial off-the-shelf unmanned aircraft for ten brigades, additional HIMARS battalions and batteries, counter-UAS, electromagnetic warfare, long-range fires, air and missile defense, and the munitions industrial base.

Read together, the Army is divesting crewed reconnaissance, protected mobility for dismounted infantry, and the human capital of partner-force advising, and it is buying mass in cheap effects, sensing and strike range. It is a bet that the next fight is decided by the ability to see and hit at range with expendable systems, that survivability comes from dispersion and signature management rather than armor, and that the reconnaissance problem is solved by machines. It also implies an Army that expects to be logistically stressed and is spending accordingly, including a fifteen-year, more than $18 billion modernization plan across the 23 depots, arsenals and ammunition plants of the Organic_Industrial_Base. CSIS framing of the initiative in the allied context is consistent with this reading, describing forward defense as a grid of persistent sensors and unmanned systems intended to degrade enemy formations before crewed forces close.

Risk: what could go wrong

Four risks deserve serious weight, and they compound.

Span of control. T2COM expanded from roughly 30,000 people to roughly 350,000 in a single day, making it the largest command in the Army, headquartered in Austin with three three-star subordinate commands at Fort Eustis, Fort Leavenworth and Fort Knox. It owns recruiting, training, doctrine, force design and requirements. The theory is that unifying these functions removes the internal competition that previously buried requirements work inside a training command. The risk is that requirements development is again subordinated, this time to the vastly larger recruiting and training enterprise, and that a single commander cannot give a modernization portfolio the attention it needs while also owning basic training. Merging organizations does not by itself change what a command actually optimizes for.

Leadership discontinuity. Gen. David Hodne, T2COM’s first commander, was removed by Pete_Hegseth in April 2026, one of three general officers dismissed, and the command has since been led in an acting capacity by Lt. Gen. Edmond Brown. Gen. Randy George, the chief of staff who co-authored the ATI letter to the force, was removed the same month, with Gen. Christopher LaNeve serving as acting chief. An institutional reform of this scale depends on continuity of intent through the second and third years, when the initial energy dissipates and the exceptions begin accumulating. ATI has lost both of its principal military authors, and the command that owns its execution lacks a confirmed commander.

Savings that may not exist. The $48 billion figure has never been presented as a consolidated, auditable crosswalk of costs against savings. Headquarters consolidations reliably produce fewer general officer billets and a smaller sum of nameplates, and they much less reliably produce fewer people, because the underlying functions persist and reappear as staff sections. Consolidation also has real transition costs in relocation, systems integration and lost productivity that typically front-load in the first three years and are rarely counted against the savings claim. The Congressional Research Service has warned that without measures of effectiveness, ATI might come to be seen as transformation for the sake of transformation. That is a fair statement of the risk, and the Army has not yet published the metrics that would refute it.

Institutional knowledge loss and capability gaps. GAO found that ending Future Attack Reconnaissance Aircraft development reduced the Army’s planned crewed reconnaissance and attack capability, with the service intending to rely on future uncrewed systems and existing helicopters. Deactivating seven air cavalry squadrons compounds that. The fiscal 2026 NDAA required the Army to report by February 15, 2026 with a detailed description of current technologies capable of assuming the reconnaissance role of the air cavalry squadrons, which is Congress asking whether the replacement exists today rather than in a program plan. Eliminating four of six SFABs removes trained advisors whose expertise cannot be regenerated on a deployment timeline. And halting HMMWV and JLTV procurement puts tactical wheeled vehicle production lines and their supplier bases at risk of atrophy that cannot be quickly reversed if demand returns, a concern lawmakers have raised directly.

Reversal risk. This is the risk most likely to be underpriced by investors. ATI was directed by a Secretary of Defense memorandum rather than enacted in statute, and by mid-2026 Pete_Hegseth had publicly acknowledged that some elements of the initiative needed another look, without specifying which. The initiative has already produced one clear reversal in the T901 restoration and one adjacent signal in the restoration of E-7_Wedgetail funding after an initial cancellation. A future administration, or a Congress that concludes the savings were illusory, can reconstitute a training and doctrine command or re-split a theater army with an executive decision and a line of report language. Divested airframes and canceled production lines are much harder to restore, which produces the asymmetry that should govern planning: the organizational reforms are the reversible part, and the materiel decisions are the permanent part. Companies that assume the opposite will misallocate.

One further complication sits outside ATI’s frame entirely. Executive Order 14186, the homeland missile defense effort now known as Golden_Dome, and the establishment of Joint Task Force-Gold under Army Space and Missile Defense Command in January 2026, imply Army force structure requirements that ATI does not address. If Golden_Dome generates demand for additional air and missile defense formations, it will compete directly with ATI’s end strength and investment assumptions, and the Army will have to choose between them without a plan that contemplates both.

What to watch

The next twelve months contain an unusually dense set of checkable events. Each of these produces a document, a decision or a date that can be verified.

  • Section 876 in the final fiscal 2027 NDAA. Whether the 75 percent travel cap on the Office of the Secretary of the Army survives conference, and whether the Secretary certifies that all six PAEs are certified acquisition officials. A certification that slips is the clearest available signal that the PAE construct is not yet staffed to standard.
  • The PAE scorecard report due March 1, 2027 from the Under Secretary of Defense for Acquisition and Sustainment, covering technology transitions, user outcomes and divestment of non-performing efforts. This is the first externally visible performance measure of the new acquisition structure.
  • The First_Army briefing due March 1, 2027 on structure, alignment and personnel, including how First Army fits into USAWHC and T2COM. Watch for whether the reserve-component advisory mission is preserved intact or absorbed.
  • The Fort Polk and combat training center briefing due March 1, 2027, which the Senate specifically requires to address alignment with ATI objectives and measurable impacts on readiness. This is the closest thing to a required measure of effectiveness that exists.
  • The CMOSS Mounted Form Factor acceleration briefing due April 1, 2027. The Senate named CMFF as the flagship program the C2 and Counter-C2 PAE will use to demonstrate modular open systems principles. Its schedule is a proxy for whether the PAE construct can actually move faster.
  • A Senate-confirmed four-star at T2COM. As long as the Army’s largest command is led in an acting capacity, treat its major decisions as provisional.
  • USAWHC full operational capability during 2026, and whether the XVIII_Airborne_Corps relationship to the new theater army headquarters produces a workable division of labor or a duplicate staff.
  • ITEP and T901 in the enacted fiscal 2027 bills, and in the fiscal 2028 request. If Congress funds it a second time over a second zero request, the program is congressionally owned. If the Army requests it in fiscal 2028, the divestiture logic is softening.
  • NGC2 after Project Convergence Capstone 6. Whether the roughly $700 million House authorization cut holds, and whether the common data layer baseline led by Anduril with Palantir scales beyond the 4th and 25th Infantry Divisions. This is the single largest test of the commercial-first thesis.
  • A consolidated ATI savings crosswalk in the fiscal 2028 budget request. Three years in, its continued absence would be the strongest available evidence that the $48 billion figure was a projection rather than a plan.
  • Section 917 and the proposed Robotic and Autonomous Systems Command. The Senate’s permissive authorization for a new four-star combatant command for autonomous systems would, if exercised, pull unmanned systems requirements and limited acquisition authority away from the Army just as the Army has consolidated them.
  • Golden_Dome force structure demands against ATI end strength. Any new Army air and missile defense formations sourced without additional end strength come out of somewhere, and the offset will reveal what the Army actually considers discretionary.
