United States Army Transformation and Training Command

T2COM is the Army command created on October 1, 2025 by merging TRADOC and Army_Futures_Command. It owns requirements, concepts, force design, doctrine, individual training, and recruiting in one four-star headquarters in Austin. For industry, this is the single most important organization in the Army: it decides what the Army says it needs before ASAALT buys it.

Mission

T2COM synchronizes force development (what the Army needs), force design (how the Army is organized), and force generation (how the Army recruits and trains people) under one commander. Concretely it:

  • Writes and validates Army capability requirements and serves as the Army’s requirements authority
  • Develops warfighting concepts and doctrine, including the Army’s capstone operating concept and the Multi_Domain_Operations framework
  • Designs Army formations and manages the DOTMLPF-P change process
  • Runs the Centers of Excellence, schools, and the individual training base
  • Runs Army recruiting and accessions

Under the ASAALT reorganization, several Program Acquisition Executives and Capability Portfolio Executives dual-report - to ASAALT for acquisition and to T2COM for requirements. That dual line is the operative fact for anyone trying to get a capability into a program of record.

Dual reporting: the six Portfolio Acquisition Executives

The Army announced the reform on 14 November 2025, began iterative implementation in October 2025, and set initial operating capability for January 2026. All six PAEs are “dual support” — T2COM for Army requirements generation, ASAALT for acquisition and materiel development. Each PAE also carries an embedded Senior Contracting Official with authority to award, which is the single most consequential detail for industry.

CPE_ES2 (Enterprise Software and Services) and PIT (Pathway for Innovation and Technology) report directly to ASAALT rather than through a PAE — the “plus two” in the six-plus-two construct.

Beneath FCC and CAC sit the Army’s Centers of Excellence and schools, including the Maneuver_Center_of_Excellence (Fort Benning), Fires_Center_of_Excellence (Fort Sill), Aviation_Center_of_Excellence (Fort Rucker), Cyber_Center_of_Excellence (Fort Gordon), Intelligence_Center_of_Excellence (Fort Huachuca), Maneuver_Support_Center_of_Excellence (Fort Leonard Wood), and Sustainment_Center_of_Excellence (Fort Lee).

Why it matters

Requirements are the chokepoint, and they live here. No amount of technical merit gets a company into an Army program of record without a validated requirement. T2COM writes and validates those requirements through FCC and the Centers of Excellence. A capture strategy that starts with a ASAALT program office and never engages the relevant Center of Excellence capability manager is starting in the wrong place.

The Austin location is not decorative. Army_Futures_Command was placed in Austin in 2018 specifically to reach commercial technology firms, university labs, and venture-backed companies outside the traditional primes. T2COM inherited that posture and expanded the Army’s presence there. Non-traditional entrants, OTAs, and prototyping vehicles concentrate around this headquarters.

Doctrine writing is a leading indicator. Field manuals and Army doctrine publications from the Combined_Arms_Center telegraph what the Army will fund three to five years out. Reading the doctrine before the budget is the cheapest form of market intelligence available.

Training and simulation is a real market. The individual training base and the schools buy simulators, courseware, synthetic training environments, instrumentation, and instructor services at scale. That spend runs through ASAALT’s Simulation, Training, Test and Threat portfolio but is demanded here.

Recruiting is now in the same building. USAREC’s marketing, analytics, and digital recruiting contracts are among the larger services awards in the Army and now report to the same four-star as force design.
