Portfolio Acquisition Executive Maneuver Ground (PAE Maneuver)
PAE Maneuver Ground owns the Army’s ground maneuver capability area end to end: requirements, science and technology, contracting, acquisition, test, programming, sustainment, and international sales. It sits at Fort_Benning with the Maneuver_Center_of_Excellence, which is the whole point. The requirements writer and the buyer are the same person.

Mission
Own the ground maneuver capability area against the emerging Army_Warfighting_Concept. The PAE consolidates functions that used to be distributed across a program executive office, a requirements center, a contracting center, and a test organization, and makes one two-star accountable for the outcome.
Each PAE carries an embedded Senior Contracting Official with authority to award. For industry that is the single most consequential structural change: the contracting authority sits inside the portfolio rather than at arm’s length.

Why it matters
Fort Benning now decides how billions of dollars of Army equipment get designed, built, and delivered. Placing the PAE with the Maneuver_Center_of_Excellence moves the center of gravity for ground capability out of the Pentagon and Detroit and into the schoolhouse.
One call, not four. Under the old model a vendor engaged the PEO for acquisition, the Center of Excellence capability manager for requirements, and a contracting center separately. The PAE construct collapses those. It also means a bad first impression is harder to recover from.
The dual report is real. T2COM can shape the requirement independently of ASAALT. Vendors who court only the acquisition side will find the requirement written around them.
