United States Army Materiel Command
AMC is the Army’s logistics and sustainment enterprise. It owns the organic industrial base - the arsenals, depots, and ammunition plants - plus the life cycle management commands that keep fielded equipment running, the Army’s contracting command, and its installation management. If ASAALT buys the thing, AMC keeps it alive for thirty years. That sustainment tail is where most of the money actually is.

Mission
AMC provides materiel readiness: it develops and delivers logistics power to the Army and the joint force. Its functional responsibilities are
- Life cycle management of Army systems through the Life Cycle Management Commands, paired with ASAALT program offices
- Organic industrial base operation - depot maintenance, arsenal manufacturing, and ammunition production
- Contracting through Army_Contracting_Command, which awards the majority of Army contract dollars
- Supply chain and distribution - global prepositioned stocks, retrograde, and Army pre-positioned stocks
- Security assistance - Foreign Military Sales case execution for Army materiel
- Installation management - garrison operations across Army installations
AMC runs the Army_Working_Capital_Fund, a revolving fund that finances depot maintenance and supply operations on a fee-for-service basis rather than direct appropriation. That is a distinct money path from appropriated procurement and RDT&E.

Organic Industrial Base
AMC operates the government-owned manufacturing and maintenance complex:

Most ammunition plants are government-owned, contractor-operated (GOCO). The operating contracts are among the largest single-award vehicles in the Army, and the 15-year munitions capacity expansion driven by Ukraine and Indo-Pacific stockpile requirements runs directly through this portfolio and CPE_Ammunition_Energetics.
Why it matters
Sustainment outspends procurement over a program’s life. The Operation and Maintenance account funds depot maintenance, field services, spares, and contractor logistics support. For a fielded system, that recurring revenue dwarfs the original procurement award. AMC controls the depot workload allocation and the 50/50 public-private split governed by Title_10_USC §2466, which determines how much of that work can go to industry at all.
Army_Contracting_Command is the award authority. ACC obligates the large majority of Army contract dollars across every portfolio. ACC-Aberdeen and ACC-Redstone are the two contracting centers most defense vendors will actually deal with, regardless of which program office sponsors the requirement.
FMS runs through USASAC. Every Army foreign military sale case is implemented here. For a company with export potential, USASAC is the difference between a signed LOA and a case that sits.
The organic industrial base is a partner and a competitor. Depot and arsenal capacity is both a teaming opportunity - public-private partnerships are an established path onto depot floors - and a structural constraint, since core-capability designations reserve certain workloads for government facilities.
AMC lost a star. The late-2025 downgrade from a four-star to a three-star command matters for bureaucratic weight: AMC now argues for sustainment resources at a rank disadvantage against T2COM and USAWHC in the PPBE_Process. Expect sustainment accounts to be a persistent bill-payer.
