United States Army Western Hemisphere Command
USAWHC is the Army command created by the Army_Transformation_Initiative to replace FORSCOM and absorb ARNORTH and USARSOUTH. It does two jobs at once: it generates and provides most of the Army’s conventional combat power, and it is the theater army for both USNORTHCOM and USSOUTHCOM. It is the single largest concentration of Army force-provider authority.

Mission
USAWHC trains, readies, and provides Army forces to the combatant commands while serving as the Army component for the two combatant commands covering the Western Hemisphere. In practice this fuses three previously separate missions:
- Force generation and provision (inherited from FORSCOM): readiness reporting, mobilization, collective training, and sourcing of Army units to global demand.
- Homeland defense and defense support of civil authorities (inherited from ARNORTH): domestic response, border and southwest-border support, and Army support to USNORTHCOM.
- Western Hemisphere theater security cooperation (inherited from USARSOUTH): partner engagement across Latin America and the Caribbean for USSOUTHCOM.
It also retains Title 10 administrative control of the Army units assigned to it under Title_10_USC.

Corps that had been under FORSCOM were redistributed under the Army_Transformation_Initiative: I_Corps went to USARPAC and III_Corps went to USAREUR-AF, leaving XVIII_Airborne_Corps as USAWHC’s warfighting corps.

Why it matters
USAWHC is the Army’s biggest single customer for anything that touches readiness, training, and sustainment of the operating force. It does not run acquisition programs itself; ASAALT and AMC do that. But USAWHC generates the operational requirement and the urgency behind them, and it controls the units where new equipment is fielded, tested in operational conditions, and either validated or killed.
For a vendor, the specific handles are:
- Operational Needs Statements and urgent requirements. Field units under USAWHC are the origin point for most Army urgent-need documents. A capability that gets adopted by XVIII_Airborne_Corps under an ONS has a far shorter path to a program element than one pitched cold to a portfolio office.
- Training, simulation, and range services. Force generation is a services business as much as a hardware one. Collective training support, live-virtual-constructive simulation, opposing-force support, and range instrumentation contracts flow through this headquarters and through First_Army.
- Homeland and hemispheric missions. The ARNORTH and USARSOUTH missions bring border surveillance, Counter_UAS, persistent ISR, communications-on-the-move, and disaster-response logistics into one buyer. Southwest border support in particular has been a recurring source of rapid-turn task orders.
- Base and installation spend. Fort Bragg is the Army’s largest installation by population, with the associated construction, facilities, and services demand contracted through USACE and AMC’s Installation Management Command.
