Army Service Component Command (ASCC)
An ASCC is the US_Army’s piece of a combatant command. AR_10-87 defines it as “an operational command, responsible for recommendations to the Joint force commander on the allocation and employment of Army forces within a CCMD.” When an ASCC is assigned to a geographic combatant command, the Army calls it a theater army.
What an ASCC does
Two jobs at once, and they run on different chains.
Operationally, the ASCC exercises mission command under the combatant commander to whom it is assigned. The combatant commander normally delegates operational control (OPCON) of assigned Army forces to the ASCC, and the ASCC advises on how those forces should be allocated and employed. This is combatant command business, governed by the Unified_Command_Plan and the Goldwater_Nichols_Act.
Administratively, the ASCC exercises administrative control (ADCON) on behalf of the Secretary_of_the_Army over Army forces in its area of responsibility. ADCON is frequently shared with an ACOM or DRU, and the allocation is documented in written agreements. Shared ADCON is where most real friction lives.
The current set
Nine, per CRS as of December 2025: five aligned to geographic combatant commands and four to functional ones. USARCENT, USAREUR-AF, USARPAC, U.S. Army North, and USARSOUTH are the geographic set; ARCYBER, ARTRANS, SMDC, and USASOC the functional.
U.S. Army Western Hemisphere Command, activated 5 December 2025, is the significant change. HQDA General Order 2025-24 establishes it as an operational-level Army force reporting directly to HQDA that, “on combatant command assignment,” is designated an ASCC providing Title 10 support to both USNORTHCOM and USSOUTHCOM. It absorbs U.S. Army North and USARSOUTH, which inactivate 15 October 2026 along with FORSCOM.
Why it matters
ASCCs are the demand signal, not the buyer. A theater army writes operational needs statements, shapes urgent requirements, and sets the conditions under which something gets used — but the program, the money, and the contract sit with ASAALT and Army_Contracting_Command. Selling to a theater army without a corresponding line in Program Elements produces enthusiasm and no revenue.
