Direct Reporting Unit (DRU)
A DRU is the US_Army’s category for a specialist organization that answers straight to headquarters. AR_10-87 defines it as “an Army organization comprised of one or more units with institutional or operational support functions, designated by the SECARMY, normally to provide broad general support to the Army in a single, unique discipline not otherwise available elsewhere in the Army.”
The defining features
DRUs report directly to an HQDA principal and/or an ACOM, and operate under authorities established by the Secretary_of_the_Army. The load-bearing phrase is single, unique discipline: a DRU exists because its function does not fit inside a force-generating command or a theater army. Legal investigations, medical care, engineering, testing, cemeteries, cadet education, acquisition workforce management.
DRUs are also the least stable tier. Organizations move in and out of the category as the Army reorganizes, and the count has been anywhere from 11 to 19 in the last decade.

Separately, HQDA General Order 2025-24 reassigned US_Army_Reserve_Command from FORSCOM to HQDA as a direct reporting unit to the Office of the Chief of Army Reserve, effective 5 December 2025.
Why it matters
Four DRUs are load-bearing for industry and are routinely missed because they sit outside the ACOM/ASCC chart most people work from.
- ATEC is the Army’s independent operational test authority. Its findings gate Materiel_Release, and it reports to HQDA rather than to the program’s chain, which is the entire point.
- USACE is one of the largest construction and environmental buyers in the federal government, with a civil works mission that has nothing to do with the rest of the Army.
- JCO runs joint counter-small UAS for all services — see Counter_UAS.
- USAASC manages the Army acquisition workforce and the centralized selection lists that put people into project and product manager chairs.
