ARNORTH was the theater army for USNORTHCOM - homeland defense and defense support of civil authorities. Under the Army_Transformation_Initiative its mission and resources moved to USAWHC. It cased its colors on July 15, 2026 at Joint Base San Antonio-Fort Sam Houston.

Mission
ARNORTH conducted homeland defense, defense support of civil authorities (DSCA), and theater security cooperation with Canada and Mexico. Its operational tasks were domestic:
- Command and control of Title 10 forces responding to hurricanes, wildfires, floods, and pandemics
- Chemical, biological, radiological, and nuclear consequence management through the CBRN_Response_Enterprise
- Southwest border support to the Department of Homeland Security
- Special event support (National Special Security Events)
- Coordination with the National_Guard_Bureau and state joint force headquarters
Its distinctive complication is the Title 10 / Title 32 seam: ARNORTH commanded federal forces while state governors commanded National Guard forces in the same disaster, requiring dual-status commander arrangements.

Why it matters
Homeland missions buy different things than warfighting commands, and the buying is often fast.
- Border surveillance and Counter_UAS. Persistent ground surveillance towers, aerostats, tethered and small UAS, and counter-drone systems for southwest border support have been recurring rapid-acquisition lines.
- Domestic response logistics. Generators, water purification, expeditionary shelter, medical surge, and communications-on-the-move for hurricane and wildfire response, often bought through Army_Contracting_Command on short timelines against a declared emergency.
- CBRN detection and consequence management. The CBRN_Response_Enterprise is a standing customer for detection, identification, decontamination, and protective equipment managed by CPE_CBRND and PAE_Layered_Protection_CBRN.
- Interoperability with civil agencies. Communications gear that must bridge to FEMA, state emergency management, and law enforcement networks - a requirement no warfighting command imposes.
That entire demand signal now originates inside USAWHC, where it competes with, and can borrow the weight of, the Army’s principal force provider.
