Goldwater-Nichols Department of Defense Reorganization Act (1986)

The most significant defense reorganization since the National Security Act of 1947. Born from failures in Operation Eagle Claw (Iran hostage rescue, 1980), Grenada (1983), and Beirut bombing (1983).

Key Reforms

  1. Strengthened CJCS — Made Chairman principal military advisor (not the Joint Chiefs collectively)
  2. Empowered COCOMs — Combatant Commanders received clear operational authority over assigned forces
  3. Joint duty requirements — Officers must serve in joint billets for promotion to general/flag officer
  4. Streamlined chain of command — President → SecDef → Combatant Commander (Services removed from operational chain)
  5. Service roles clarified — Services organize, train, and equip; COCOMs fight

Impact on SOCOM

Directly led to creation of USSOCOM in 1987 as a unified combatant command, giving SOF its own:

  • Budget authority (MFP-11)
  • Acquisition authority
  • Training authority
  • Force management
