Capability Program Executive Ground (CPE Ground)

CPE Ground is the Army’s buyer for everything a soldier fights from and everything a soldier wears, carries, and shoots. It was formed by merging PEO Soldier and PEO Ground Combat Systems into one organization built around the squad as the unit of design. It runs 186 programs of record plus roughly 253 products and non-programs of record, the widest catalog of any Army acquisition office.

Naming churn

The November 2025 plan had a single CPE Ground. Trade reporting in mid-2026 described the Army keeping CPE Ground Combat Platforms and CPE Soldier Systems as separate offices under PAE_Maneuver. The organization’s own site presents one CPE Ground with two branches and two deputies. Treat “CPE Combat Platforms” and “CPE Soldier Systems” as branch names inside CPE Ground until an org chart says otherwise.

Mission

Total life-cycle management of the Army’s ground combat platforms and of individual and squad equipment. The framing the office uses is the Adaptive Squad Architecture: weapons, protection, mobility, power, and data treated as one integrated system optimized for size, weight, and power at the squad level, rather than as separate program lines.

That framing is not decoration. It is the reason a body-armor vendor, a fire-control vendor, and a vehicle-electronics vendor now face the same integration authority.

No Title 10 section establishes this office by name. Army capability program executives are designated by the Army Acquisition Executive, the Assistant Secretary of the Army for Acquisition, Logistics, and Technology at 10 U.S.C. § 7016(b)(5)(A), acting under the Secretary of the Army’s authority to organize the Department of the Army at 10 U.S.C. § 7013(b)(2), and the portfolio acquisition executive role such an office performs is defined at 10 U.S.C. § 1732, added by Pub. L. 119-60 in December 2025, as explained at Title_10_Structure.

Why it matters

This is the highest-volume buyer of physical things in the Army. 186 programs of record and 253 non-program products means an enormous long tail of small and mid-size awards: optics, slings, plates, batteries, chargers, medical kit, uniforms, load carriage. Very little of it is winner-take-all.

Two very different buying cultures share one org chart. Combat Platforms at Detroit_Arsenal is heavy-industrial and prime-dominated, with General Dynamics Land Systems on Abrams and Stryker, BAE Systems on Bradley, AMPV and Paladin, and a deep tier-2 base in armor, powerpacks, and fire control. Soldier Systems at Fort_Belvoir is high-mix and commercially adjacent, buying from apparel, optics, and consumer-electronics-derived firms as readily as from primes.

The squad-as-a-system framing changes the sale. Point solutions that ignore size, weight, power, and data interfaces increasingly lose to integrated offerings. The Adaptive Squad Architecture is the interface control that decides whether a product is buyable.

Contracting runs through Army_Contracting_Command, ACC-Detroit Arsenal for platforms and ACC-Aberdeen and ACC-New Jersey for much of the soldier catalog, plus the embedded Senior Contracting Official at PAE_Maneuver. The Soldier_Enhancement_Program and the Approved Eyewear QPL are unusually accessible entry points for a first Army award.

Watch the XM30. It is the largest new-start ground vehicle competition in a generation and the outcome reshapes the tier-2 vehicle base for two decades.
