Soldier Lethality
The Army’s sixth modernization priority: the individual soldier’s weapon, optic, protection, and what the soldier sees. It is the smallest priority area by dollars and the most visible by controversy. Two of its signature efforts, the Next Generation Squad Weapon and the head-borne mission command system formerly called IVAS, have both been publicly reworked since fielding began.

Mission
Improve the close-combat force: the roughly small fraction of the Army that closes with the enemy and takes most of the casualties. The portfolio covers weapons and ammunition, optics and fire control, night vision, body armor and load, and the head-borne display and mission-command device.

Why it matters
Soldier systems are the Army’s most reversible decisions, and it is now reversing them. NGSW and IVAS were both fielded and both reworked. The XM8 is a hedge on the XM7. SBMC replaced IVAS with two competing vendors instead of one. The pattern is a deliberate willingness to change course on soldier equipment quickly, which cuts both ways for a vendor: entry is easier, incumbency is weaker.
The budget line is the truth, not the press. The FY2027 request buying XM8s and zero M7s says more about the rifle program than any public argument between an officer and a manufacturer. Read the procurement quantity tables in the justification books.
IVAS to SBMC is a case study in vendor substitution. Contract novation moved a flagship soldier program from a hyperscaler to a defense-technology entrant without recompeting the program from scratch. Anyone modeling how the Army reallocates a troubled software-heavy program should study this mechanism.
Ammunition is the durable business. A caliber change is a decades-long production commitment. The 6.8mm transition creates sustained demand for propellant, cases, projectiles, and the plant capacity to make them, which connects this portfolio directly to CPE_Ammunition_Energetics and the organic industrial base investment in the FY2027 request.
Soldier lethality is where counter-drone reaches the individual. The ATI goal of counter-small-UAS at platoon level by 2026 puts detection and defeat equipment on soldiers and squads, not just in air defense units.
