United States Army Futures and Concepts Command

FCC is the three-star command under T2COM that designs the future Army: it writes the concepts, runs the experiments, and generates the requirements that everything ASAALT buys must trace back to. It absorbed the work of the old Army_Futures_Command Futures and Concepts Center, the TRADOC Capability Development Integration Directorates, and the Cross_Functional_Teams. The elevation from center to command was not cosmetic. David_M_Hodne, then commanding T2COM, framed it as fixing a resourcing problem: “Operating as a center and not a fully resourced command, we lacked some of the tools necessary to complete this important work.” A command has its own resourcing authority, staff structure, and standing in the Army’s requirements process that a center does not.

Mission

FCC is the Army proponent for force design. It answers three questions on a five to fifteen year horizon:

  1. How will the Army fight? (concepts, including the Multi_Domain_Operations lineage and its successors)
  2. How will the Army be organized? (force design, unit structure, DOTMLPF-P change)
  3. What will the Army need? (JCIDS requirements documents and directed requirements)

It validates those answers through experimentation rather than analysis alone. Project Convergence Capstone, the Army’s largest recurring experiment, is run under this line of authority.

Subordinate Organizations

  • Future Capability Directorates (FCDs), reported to number nine, which replaced the TRADOC and AFC-era Capability Development Integration Directorates (CDIDs). Each aligns to a warfighting function and is co-located with its Center of Excellence. Publicly confirmed examples:
    • Aviation Future Capability Directorate, Redstone Arsenal, formed October 1, 2025 by merging the Future Vertical Lift Cross-Functional Team with the Aviation CDID under Cain_Baker.
    • Fires Future Capability Directorate, Fort Sill, which led the Cross Domain Fires 26 experimentation series.
    • Intelligence Future Capability Directorate, Fort Huachuca.
    • Cyber Future Capabilities Directorate, Fort Gordon.
  • Directorate of Concepts and Futures Integration Directorate.
  • Transformation Decision Analysis Center, activated February 2026.
  • Joint Modernization Command.
  • 75th U.S. Army Reserve Innovation Command.

Verification gap

A single authoritative, current roster of all nine Future Capability Directorates was not found in public sources as of August 2026. The four named above are individually confirmed. The remainder are presumed to carry over from the CDID set (maneuver, maneuver support, sustainment, mission command, medical) but that mapping is not confirmed. Do not cite a full FCD list to a client without checking the FCC site directly.

Public reporting has also placed DEVCOM and the Army Medical Research and Development Command under FCC after the T2COM merger. That reporting is not corroborated by an Army primary source reviewed here; treat the S&T reporting chain as unresolved.

Why it matters

This is the requirements door. Under the ASA(ALT) restructuring, the ASAALT Program Acquisition Executives dual-report to T2COM for requirements. FCD directors and Center of Excellence capability managers are the working level of that relationship. A capture plan that engages a program office and never engages the relevant FCD is engaging the buyer without engaging the person who defines what is bought.

Experimentation is the qualifying event. Project Convergence Capstone and the FCD-led experiment series (Cross Domain Fires, for example) are where a capability either demonstrates value in a formation or does not. The Army’s post-ATI pattern, visible in NGC2, is to prototype in experiments and scale from there rather than to write a long-horizon program of record first.

FCDs replaced CFTs, and the behavior changed. The Cross_Functional_Teams were designed to bypass the institution. The FCDs are the institution. Expect requirements to be better integrated with doctrine and training and slower to change than a CFT’s would have been, and expect fewer direct general officer channels for a single technology.

Fort Eustis, not Austin, is the working address for requirements. T2COM headquarters is in Austin, but force design sits at Fort_Eustis with the FCDs distributed across the Centers of Excellence. Engagement is geographically dispersed by warfighting function.
