Air and Missile Defense Modernization
The Army’s fifth modernization priority, and the one that reality has promoted. Drone attacks on fixed sites and maneuver formations, cruise missile proliferation, and the Ukraine and Middle East air defense experience moved AMD from a specialty branch problem to a maneuver force problem. The Army_Transformation_Initiative goals reflect that: counter-small-UAS integrated into maneuver platoons by 2026 and companies by 2027, and air-littoral dominance by 2027.

Mission
Build a layered, sensor-agnostic, shooter-agnostic air defense that can engage everything from a quadcopter to a hypersonic glide vehicle, and push the lower tiers of it down to formations that historically had no organic air defense at all.

Why it matters
Counter-UAS is the fastest-moving requirement in the Army. The ATI goal to put C-sUAS in maneuver platoons by 2026 and companies by 2027 is a fielding problem measured in thousands of units, not dozens of batteries. It has been executed through rapid acquisition, directed requirements, and commercial buys rather than through a decade-long program of record. The Joint_Counter-sUAS_Office and the maneuver formations themselves are as important as the air defense branch.
Cost-per-intercept is the governing economics. Using a Patriot interceptor against a drone is an unaffordable trade. Every serious program in this portfolio, IFPC, Coyote, directed energy, gun and proximity-fuzed ammunition, electronic attack, exists to move engagements down the cost curve. That framing is the most reliable predictor of which capabilities get funded.
IBCS makes the sensor and shooter markets separable. Because IBCS is designed to be sensor-agnostic and shooter-agnostic, a vendor can compete a radar, an interceptor, or an effector without owning the fire control system. That is a structurally open architecture and it is the reason the AMD portfolio has more entrants than most Army portfolios.
Interceptor production capacity is the constraint. Like Long_Range_Precision_Fires, the binding limit is manufacturing, not requirements. Solid rocket motors, seekers, energetics, and the organic industrial base show up here too, and the FY2027 request emphasized munitions ramp-up across the board.
Air-littoral dominance by 2027 is an offense-defense hybrid goal. The ATI language pairs electromagnetic with air-littoral dominance. In practice that means the low-altitude band belongs to whoever combines organic drones, counter-drone, electronic attack, and short-range air defense in the same formation. That cuts across Air_and_Missile_Defense_Modernization, Army_Network_Modernization, and Future_Vertical_Lift and does not map cleanly to any single portfolio office.
