Capability Program Executive Command and Control Information Network (CPE C2IN)
CPE C2IN is the Army’s buyer for the tactical network and for command and control software. It is the lineal successor to PEO C3T and PEO C3N. Mission
Deliver command and control and network capability: transport, waveforms, radios, satellite communications, command posts, mission-command applications, data and AI services, identity and access management, and the enterprise network that connects garrison to tactical edge. The office states its purpose as information dominance enabled by network superiority, sourced at the speed of commercial innovation.
The 2026 reorganization rebuilt the office around the NGC2 program of record rather than around legacy program lines, which is why the PM structure below reads as C2 layers (applications, data, infrastructure, transport) rather than as equipment families.
No Title 10 section establishes this office by name. Army capability program executives are designated by the Army Acquisition Executive, the Assistant Secretary of the Army for Acquisition, Logistics, and Technology at 10 U.S.C. § 7016(b)(5)(A), acting under the Secretary of the Army’s authority to organize the Department of the Army at 10 U.S.C. § 7013(b)(2), and the portfolio acquisition executive role such an office performs is defined at 10 U.S.C. § 1732, added by Pub. L. 119-60 in December 2025, as explained at Title_10_Structure.

Why it matters
NGC2 is the single most consequential software competition in the Army. It became a program of record in 2025 and the associate program office stood up inside this organization in April 2025. Prototype other-transaction agreements went to vendor teams supporting the 4th Infantry Division and 25th Infantry Division. Anduril_Industries, Palantir, and L3Harris have all been named in NGC2 work, and the architecture is explicitly designed to let software vendors displace incumbents at the application layer.
The buying model is deliberately non-traditional. Other Transaction Authority, commercial solutions openings, and an application store and pipeline construct. That lowers the barrier for software firms and raises it for vendors who only know FAR Part 15.
The hardware base is still large and still conventional. Radios, SATCOM terminals, command post shelters, and common hardware move through recompetes worth billions, with L3Harris, Collins_Aerospace, Thales, General Dynamics Mission Systems, Persistent_Systems and a wide integrator tier.
Watch the layer boundaries. The PM structure of applications, data and AI, infrastructure, and transport is the market segmentation. Know which PM owns your layer before you pitch; the C2 Trail Boss owns integration across them.
