Multi-Domain Command-Europe
MDC-E is the Europe-side answer to the same problem MDC-PAC solves in the Pacific: a colonel-commanded Multi_Domain_Task_Force does not hold the authorities that theater fires and effects require. The Army solved it by taking the 56th_Artillery_Command, its existing theater fires headquarters, and redesignating it in July 2025 as the Multi-Domain Command-Europe with the 2nd_MDTF underneath. It is described as the Army’s first permanent multi-domain operations command.

Lineage and Redesignation
The command’s lineage runs back to the 56th Coast Artillery Brigade, constituted in 1942, and through the Cold War Pershing missile command in Germany, which was inactivated in 1991 after the INF_Treaty removed its weapon. The Army reactivated it as the 56th_Artillery_Command on November 8, 2021, restoring a theater fires headquarters to Europe for the first time in thirty years.
On July 10, 2025 Maj. Gen. John_L_Rafferty relinquished command to Brig. Gen. Steven_P_Carpenter, who had previously led the 7th_Army_Training_Command at Grafenwoehr. The organization was redesignated Multi-Domain Command-Europe in connection with that ceremony. Public materials describe it as the Army’s first permanent multi-domain operations command, combining long-range artillery with space, cyberspace, land, air, and maritime effects.
Mission and Structure
MDC-E serves as the Force Field Artillery Headquarters for USAREUR-AF, tasked to plan, integrate, synchronize, and control fires and effects for U.S. land forces in the theater. Its reported subordinate elements:
- Headquarters and Headquarters Battery
- 2nd_MDTF, the Europe-aligned multi-domain task force, with its headquarters and Multi_Domain_Effects_Battalion in Germany and its Long_Range_Fires_Battalion (3rd_Battalion_12th_Field_Artillery), air defense battalion, and sustainment battalion at Fort_Drum, New York
- 19th Battlefield Coordination Detachment at Ramstein Air Base, the Army’s liaison element to the air component
The command is the primary Army participant in the Dynamic_Front multinational fires exercise series and in Arcane_Thunder, the multi-domain exercise that runs the 2nd_MDTF’s sensing and effects chain against a European scenario. Both are the practical mechanism for integrating U.S. fires architecture with NATO allies’ artillery and targeting systems.
The 2026 Complication
CRS reports that a May 1, 2026 administration decision to withdraw 5,000 U.S. troops from Germany will remove one full brigade and cancel the forward deployment of a long-range fires battalion scheduled for later that year. The Army has not named the unit. The 2nd_MDTF’s Long_Range_Fires_Battalion was the only European-aligned formation of that type, and a July 10, 2024 U.S.-Germany joint statement had committed to episodic deployments of its Tomahawk, SM-6, and developmental hypersonic capabilities in Germany beginning in 2026.
That leaves MDC-E with its sensing, targeting, and coordination architecture intact in theater and its organic deep-strike capability in upstate New York. CRS raised the resulting question for Congress explicitly: what the 2nd_MDTF concept of operation in support of USEUCOM and NATO looks like without forward-stationed fires.
Why It Matters
It is the fires integration node for the alliance. NATO artillery interoperability, target handover between national systems, and the sequencing of allied long-range fires all run through exercises this command owns. That makes it the requirements-generating customer for coalition fire control software, digital fires networks, and the standards work behind them.
Its redesignation preceded the Pacific one. MDC-E was redesignated in July 2025 and Multi-Domain_Command_Pacific activated in June 2026. The Europe model built the multi-domain command on an existing artillery headquarters. The Pacific model built it on an infantry division. Those are different bets about whether a multi-domain command is fundamentally a fires organization or a maneuver organization.
Europe’s deterrence math changed twice in two years. The 2024 commitment to forward-station long-range fires reopened a German domestic argument dormant since the Pershing era and pulled German long-range strike procurement forward. The 2026 reversal did not un-pull it. Allied acquisition intent now runs ahead of U.S. presence.
